Quads and ATVs are everywhere in rural Spain — on fincas, in the campo, and increasingly as a fun way to get to the beach from an inland village. They are also one of the vehicles expats most often ride uninsured, either because they assume a quad doesn't need insurance or because they couldn't find an insurer who would quote. Both are easily fixed. This page explains the rules and how we cover them.
If it is used on any public road or track — including the unpaved caminos between fincas — yes. A quad must be registered with the DGT, display a number plate, pass ITV and carry at least third-party liability insurance (seguro obligatorio). The Guardia Civil actively stop quads in rural areas, and riding an unregistered or uninsured quad carries the same fines and impound as a car: up to €3,000.
A quad used exclusively on private land with no road access is not legally required to be insured, but public liability cover is still strongly recommended — a quad accident involving a guest on your property is a serious liability exposure.
For a road-registered quad, a car licence (category B) is sufficient for most quads; light quadricycles under 50cc/4kW can be ridden on an AM licence from 15. Helmets are compulsory on the road. Insurers will ask for licence category and years held, and some restrict riders under 25 on larger engines.
If you hire quads to tourists or run guided quad tours — a common expat business on the Costa del Sol, Tenerife and Lanzarote — you need a fleet policy with hire-and-reward cover, any-rider cover and public liability of at least €600,000–€1,200,000, and most town halls require proof for the activity licence.
