Under Spanish traffic law, electric scooters are classified as Vehículos de Movilidad Personal (VMP) — personal mobility vehicles. Royal Decree 970/2020 and subsequent DGT (Dirección General de Tráfico) regulations have progressively tightened the rules. A 2023 DGT directive signalled the government's intention to make third-party liability insurance mandatory for all VMP nationwide.
