Yes. Any moped or scooter with an engine capacity above 50cc — or any electric equivalent with sufficient power — must be insured with at minimum third-party liability coverage under Spanish law. Even mopeds up to 50cc require insurance. Riding without insurance can result in fines of up to €3,000, points on your licence, and having your vehicle impounded. If you cause an accident while uninsured, you are personally liable for all costs.
For mopeds up to 50cc, you need at minimum an AM licence (or a B category car licence, which includes AM as standard). For scooters above 50cc, you need an A1 (up to 125cc) or A2 licence depending on engine size and power. Riders from outside the EU may need to exchange their home country licence for a Spanish equivalent once they become a resident.
