Is Scooter Insurance Mandatory in Spain?

Yes. Under Spanish traffic law (Ley sobre responsabilidad civil y seguro en la circulación de vehículos a motor), every motorised vehicle must have at least third-party liability insurance — including mopeds, scooters, and motorcycles. This applies even if the vehicle is parked in a garage and not being ridden. Riding without insurance is an offence that can result in fines of €601 to €3,005 and seizure of the vehicle.

Types of Cover Available

Third Party (Terceros)

The legal minimum. Covers damage and injury you cause to other people and their property. Does not cover damage to your own scooter. This is the cheapest option and is suitable for older, lower-value mopeds where the cost of repair or replacement is relatively low.

Third Party Extended (Terceros Ampliado)

Adds theft, fire, roadside assistance, and legal defence to your third-party cover. This is the most popular choice for scooter owners — theft is a real risk in Spanish cities, and having roadside assistance is invaluable if you break down.

Fully Comprehensive (Todo Riesgo)

Full cover for your scooter regardless of fault. Available with or without an excess (franquicia). Worth considering for newer, higher-value scooters (125cc+) or maxi-scooters. Premiums are still very affordable compared to car insurance.

How Much Does Scooter Insurance Cost in Spain?

Moped and scooter insurance is genuinely affordable in Spain:

  • 49cc moped (terceros) — €80 to €150/year
  • 49cc moped (terceros ampliado with theft) — €120 to €220/year
  • 125cc scooter (terceros ampliado) — €150 to €300/year
  • 125cc scooter (todo riesgo) — €200 to €400/year
  • Maxi-scooter 300cc+ (todo riesgo) — €300 to €600/year

Your premium depends on your age, riding experience, claims history, where the scooter is kept overnight (street vs. garage), and the postal code of your address. Urban areas with higher theft rates pay more.

What Licence Do I Need?

The licence required depends on the engine size:

  • Up to 49cc (ciclomotor) — AM licence. If you hold a full UK car licence (Category B), this includes AM automatically. You can ride a 49cc moped in Spain on your UK car licence.
  • 50cc to 125cc — A1 licence. UK car licence holders who passed their test before 2001 may have A1 entitlement. If not, you need to pass a specific motorcycle test. Spain also allows car licence holders with 3+ years experience to ride up to 125cc with a short course (CBT equivalent).
  • Over 125cc — A2 or full A licence depending on power output.

Scooter Theft in Spain — A Real Risk

Scooter theft is common in Spanish cities — particularly in Barcelona, Madrid, Malaga, and tourist areas on the coast. To reduce your risk and your premium:

  • Use a disc lock or chain lock in addition to the steering lock
  • Park in a private garage or monitored parking area overnight
  • Install a GPS tracker — some insurers offer a premium discount
  • Never leave your helmet or valuables in the storage compartment

If your UK car licence was issued before February 2001, you may have automatic A1 entitlement. Otherwise, Spain allows car licence holders with 3+ years experience to ride up to 125cc after completing a short training course. Check your licence entitlements before purchasing a scooter.

Do I need insurance for a moped parked in my garage?

Yes. Spanish law requires insurance on all registered motorised vehicles, even if they are not being used. The only way to avoid this is to formally deregister the vehicle (dar de baja) at the DGT. If the vehicle is still registered, it must be insured.

Is moped insurance cheaper than car insurance in Spain?
