Is Pet Insurance Mandatory in Spain?

For most pets, pet insurance is not mandatory. However, there is an important exception: owners of Potentially Dangerous Dogs (Perros Potencialmente Peligrosos — PPP) are legally required to hold third-party civil liability insurance under Spanish law (Ley 50/1999 sobre el régimen jurídico de la tenencia de animales potencialmente peligrosos).

PPP Breeds Requiring Mandatory Insurance

The following breeds are classified as PPP under Spanish national law, with some regions adding additional breeds:

  • Rottweiler
  • Dogo Argentino
  • Fila Brasileiro
  • Tosa Inu
  • Akita Inu

Cross-breeds that exhibit characteristics of the above breeds may also be classified as PPP by local authorities. If in doubt, contact your local ayuntamiento. Failure to hold mandatory PPP insurance is a serious infringement, with fines from €600 upwards and potential confiscation of the animal.

Beyond the legal requirement, even for non-PPP breeds, pet insurance is strongly advisable given veterinary costs in Spain.

Microchipping and Registration Requirements

Before arranging insurance, make sure your pet meets Spain's registration requirements:

  • Microchipping: Mandatory for all dogs in Spain. Cats are also required to be microchipped in many regions (including Catalonia, Madrid, and Andalusia). The microchip number is the primary way your pet is identified under Spanish law.
  • Registration: Dogs must be registered in the local municipal animal census (Registro de Animales de Compañía). Some municipalities also require cat registration.
  • Vaccinations: Annual rabies vaccination is mandatory for dogs in most Spanish regions. Keep your pet's vaccination card (cartilla sanitaria) up to date — some insurers require proof of current vaccinations.

Veterinary Costs — Illness

Covers diagnostic tests, consultations, medication, and treatment for illness. Vet costs in Spain can be significant — a diagnosis and treatment course for a common condition like pancreatitis or a urinary infection can easily reach €500–€1,500. Specialist referrals and oncology treatment can cost €3,000–€10,000 or more.

Veterinary Costs — Accidents and Injuries

Covers emergency treatment following accidents — road traffic accidents, falls, dog bites, and foreign body ingestion are among the most common. Emergency out-of-hours treatment in Spain can cost €200–€500 for the consultation alone before any treatment begins.

Surgery

Covers the cost of surgical procedures including orthopaedic surgery (cruciate ligament repair is one of the most common and expensive), abdominal surgery, and oncological surgery. Most comprehensive policies include surgery cover up to a set annual limit.

Third-Party Civil Liability

If your dog bites someone or causes a road traffic accident by running into the street, you could face a civil liability claim. Third-party liability cover is included in most comprehensive pet insurance policies and is mandatory for PPP breeds as a standalone policy if comprehensive cover is not held.

Death Benefit

Some policies pay a benefit equal to the purchase price of the pet in the event of death from illness or accident. Particularly relevant for pedigree dogs and cats with high purchase values.

Dental Cover

Dental disease is extremely common in dogs and cats and can result in significant vet bills for extractions and treatment. Not all policies include dental cover — check the policy terms carefully.

Possibly. Spanish law allows local authorities to classify a dog as PPP based on physical characteristics even if it is not a recognised PPP breed. If your dog is large, muscular, and has characteristics associated with PPP breeds, it is worth checking with your local ayuntamiento. If in doubt, carry PPP-compliant insurance — the cost is low and the consequence of not having it is not.

Can I bring my UK pet insurance to Spain?

Are pre-existing conditions covered?
