Yes. Under Spanish maritime law (Real Decreto 607/1999 and the Ley de Navegación Marítima 2014), all motorised personal watercraft (motos de agua) must carry mandatory third-party civil liability insurance before they can legally operate in Spanish waters. This applies to jet skis, waverunners, and all similar personal watercraft regardless of engine size.
Marina operators are entitled to — and regularly do — request proof of insurance before allowing a jet ski to enter or moor at their facilities. Harbourmasters and the Guardia Civil Mar can also carry out inspections at sea. Operating without insurance is a serious infringement under Spanish maritime law, with fines starting at €601 and rising significantly for repeat offences or incidents.
If you cause injury to a swimmer or another boat while uninsured, you are personally liable for all costs — medical claims, vessel damage, and salvage — without any insurer to cover you.
In addition to insurance, operating a jet ski in Spain requires a valid licence. The relevant qualification for most riders is the Licencia de Navegación — which permits operation of watercraft with engines up to 75kW within 2 nautical miles of the coast. For more powerful machines or further offshore operation, a higher qualification (Patrón de Embarcación de Recreo) may be required.

The legally required minimum. Covers injury or property damage you cause to third parties — swimmers, other vessels, harbour structures, or equipment. Coverage limits typically start at €150,000 and go up to €1,000,000 or more. Harbour masters often specify minimum liability limits for berthing.
Covers physical damage to your jet ski from collisions, grounding, capsize, fire, theft, and storm damage. Most jet skis cost between €8,000 and €20,000 new — hull cover protects that investment. New-for-old replacement is available on some policies for recently purchased machines.
Jet skis are high-value, portable, and attractive to thieves — particularly during the summer season. Theft cover reimburses you for the value of your jet ski if it is stolen from the marina, a beach launch, or during transit on a trailer. Security requirements (alarm, trailer lock) typically apply.
Covers medical expenses, hospitalisation, and disability benefits if you are injured while operating the jet ski. Particularly important given the physical nature of jet skiing and the risk of high-speed falls.
If you transport your jet ski on a trailer, the trailer can usually be included in the policy. Damage to the trailer in transit or while parked is then covered.
If you only use your jet ski during summer months, laid-up cover provides reduced-rate insurance during the winter period when the machine is out of the water and in storage. You maintain theft and fire cover but third-party liability is suspended. This significantly reduces the annual premium.
