But as their popularity has grown, so has the Spanish regulatory framework around them — and insurance is increasingly not optional.

Which Cover Do You Need?

Spain treats these three as separate vehicle classes, with different licences and different insurance rules. Pick the one that matches what you ride:

  • Mopeds and scooters 50cc–125cc — AM or A1 licence — Vespa, SH125, Kymco and similar.
  • Motorbikes over 125cc — A2 or full A licence — naked, sport, touring and trail bikes.

Is Electric Scooter Insurance Required by Law in Spain?

Yes. Since 2 January 2026, third-party liability insurance has been compulsory for every electric scooter and other personal mobility vehicle (VMP) in Spain, under Ley 5/2025. It applies nationwide, not just in certain cities.

Under Spanish traffic law, electric scooters are classified as Vehículos de Movilidad Personal (VMP) — personal mobility vehicles. Your scooter must also be entered in the DGT's Registro de Vehículos Personales Ligeros (created by Real Decreto 52/2026): it receives an identification number starting with "M" and a label that must be visible on the scooter. You need this registration to take out the insurance. Scooters bought before 22 January 2024 without a DGT circulation certificate can still be used until January 2027; after that, only certified models may circulate.

Riding without the compulsory insurance can be fined, but the bigger risk is financial: if you cause an accident and injure a pedestrian or damage a vehicle, you could face a personal liability claim running to tens of thousands of euros — with no insurer to cover it.

What the Law Says About Riding Electric Scooters in Spain

Beyond insurance, there are several important rules every rider should know:

  • Maximum speed: 25 km/h on public roads and cycle lanes
  • Where you can ride: Cycle lanes and, where these do not exist, the road. Pavements are prohibited.
  • Motorways and fast roads: Strictly prohibited
  • Helmets: Not legally required for adults on cycle lanes, but strongly recommended — some municipalities require them
  • Alcohol limit: The same 0.5g/l blood alcohol limit applies as for other vehicles
  • Passengers: Carrying a passenger is prohibited on a single-person scooter
  • Mobile phones: Using your phone while riding is illegal and carries a fine
  • Age: Riders must be aged 15 or over

Fines for traffic violations on electric scooters can range from €100 to €500. Riding without the compulsory insurance is fined at roughly €200–€800.

What Does Electric Scooter Insurance Cover?

Third-Party Liability (Terceros)

The most fundamental cover — and the one required by law for every electric scooter in Spain since January 2026. This pays out if you injure another person or damage their property while riding. Given that a pedestrian injury claim can easily exceed €50,000, this is the cover that matters most.

Theft Cover

Electric scooters are one of the most stolen items in Spanish cities. A quality scooter can cost €500–€2,000 or more. Theft cover reimburses you for the value of your scooter if it is stolen, typically with conditions around where and how it was secured.

Accidental Damage

Covers physical damage to your scooter caused by accidents, falls, collisions, or vandalism. Particularly useful if you have a premium model.

Personal Accident Cover

Covers your own medical expenses and pays a benefit in the event of serious injury or death while riding. Particularly important given that scooter riders are exposed in traffic with no vehicle bodywork around them.

Roadside Assistance

Some policies include recovery and assistance if your scooter breaks down — useful if you depend on it for your daily commute.

How Much Does Electric Scooter Insurance Cost in Spain?

Electric scooter insurance in Spain is generally affordable — especially compared to the cost of being uninsured. Typical pricing:

  • Third-party liability only: From around €30–€50 per year
  • Third-party + theft: €50–€80 per year depending on scooter value
  • Comprehensive cover: €80–€150 per year for premium models
